Budget For Children
In association of HAQ Center for Child Rights New Delhi HPVHA is analysing the budget of HP from a child rights perspective, which is not a separate Budget for children. It is merely an attempt to disaggregate from the overall allocations made, those made specifically for programmes that benefit children. The organization is also tracking the fund flow process of the central sponsored scheme SSA major project in education sector. The project is focused on to analyse the state budget and develop a complete report for child right perspective keeping in view for children development, education, protection and health. The advocacy is being imparted at different levels for the increase in the state budget share for all sectors necessary for child development.
Aaverage annual rate of change in State Budget of HP from 2004-05 -2008-09 has been 36.96%. There has been a substantial increase of 21.54% in the State Budget in 2006-07. Whereas a considerable increase of 99.36% in 2008-09 is seen as compared to 11.48% in 2007-08 in total HP Budget. The average Budget Estimate (BE) of Total State Budget from 2004-05 to 2008-09 is Rs 10202.90 crores. The average sectoral share of Education from 2004-05 – 2008 -09 is Rs 1369.89 crores, Health is Rs 0.26, Development is Rs 55.60 and Protection is Rs 5.90. Thus the average sectoral share with regard to various schemes for children in the sectors of education, health, development and protection (BfC) since 2004- 05 to 2008- 09 is Rs 1431.64 crores. BfC comprises only 14.57% of the total State Budget of HP.
